It seems WooThemes Xero WooCommerce Extension now downloads woocommerce-twilio-sms-notifications instead. If you can please have a look at this.

Thanks for your bug report. You are right: The file is Twilio SMS Notification and not Xero. We have changed the listing accordingly.
